Council of Five Nations XXXII is coming this October 9-11. Once again, we are poised to host the biggest and best Star Fleet Battles tournament in the whole world! We consistently get attendance in the high 20s to low 30s. This year looks to be excellent as even more SFB players from outside our usual 4-hour driving radius decide that the competition and camaraderie at Council is worth booking an airline flight.

Buried in the tournament description:
"We will allow the experimental G-Rack Federation TCC into our tournament."
What is this? Is there a SSD online?

Eventually it will be easy as it is just adding an Drone-G box to the SSD. It does need to be decided what will/can go in it.
1. 2 Drones, 4 ADD
2. Any option the Fed wants (from 8 ADD, 0 drones to 0 ADD, 4 Drones)
Then, on the drones, can the Fed:
1. Use Type VIs?
2. Use Type IV?
So there are some details left out there, but the plan is to allow the Fed to have an G rack in some configuration.

When Universes Collide (Friday Night)
What would have happened if the Minbari first contact had been with the Klingon Empire, rather than the Earth Alliance? Now's your chance to find out! (Klingons are based off of SFB, Minbari are based off of B5Wars. And a hex is a hex is a hex.)
Note - it will make things MUCH easier if you come by the table before the game and get the "How to play the game" one on one teaching session, which takes about 15 minutes. It's not absolutely required, but the more people who've done this, the faster and farther the scenario will go.
The Battle of Cochrane's Rift (Saturday Night)
Star Fleet Battles ships versus a Cylon Basestar, with special victory conditions.
Note: To make this game fun for all players, please come by between sessions of other games and let us teach you the game one on one in 15 minutes before the scenario starts. We will teach anyone to play.
There may also be a Birds of Prey event submitted by Ken Ellis, and I'll have materials on hand to teach all four of my games.
Fed G rack
I like option 1 with the 2 type 1 drones and 4 ADDs myself.
Here's a wacky thought - I knew I was going to take the Fed for months now (I basically fly 1 ship a year and this year is the year of the Fed) and I'm wondering if I can take the original Fed without the G rack. If I have to face another Fed, then we can either agree that both ships have the G rack or neither one does. I guess I've got an underdog thing going on lately. However if we really need data for play testing purposes, I'll *grudgingly* plop a G rack on my Fed.

Since we now have complete freedom to explore and test whatever options we want, I'd suggest we look at the fast cruiser suggestion that Ted Fay has been plugging. It would have a completely different feel than the existing FED.

Once you know how to play the game, playing drunk is easy. Less math than an EA form, though you do have to be able to remember if you pivoted and applied thrust on the same turn, versus just thrusting, or just pivoting.
The 10 Gun Selt probably makes this a bad idea.
If a Seltorian with 10 ph-1s (in worse arcs), 4 PCs and two web breakers was found to be too strong, I'm worried that a Fed TCF with 42 power, an HET at speed 31, and 2 Photons is going to be similarly game breaking. Let's see. 4 for HK leaves 38 left, 12 to overload two photons (worst case scenario) leaves 26 speed left, and re-arming all phaser-1s is 16.
If you want this, just play a PGP11 Orion. :) Yeah, you're giving up 4 phaser 1s, but you're getting a gatling, and a lot more phaser-3s. Plus a better turn mode.
The fast cruiser
Well, that's just it. I DON'T WAN'T to play an orion. I personally think the Orion and the ATC are gamebreaking. Engine doubling is bull and web is counter to the spirit of the game, IMHO. I'm not sure about all of the specifics about the fast crusier. How much warp does it have, how much awr/apr does it have, and how much impulse does it have? I looked at the SSD once but I can't remember everything. I remember seeing only 4 batts(so it has to allocate one to het if it wants to het with batts) What is it's phaser arrangement? Can somebody post a link to the SSD, I'm curious to look at it.

Yea but this Fed will have just two heavy weapons as opposed to 4 on the Selt, and less phaser padding overall, so after a moderate dose of internals I think will be reduced a bit more than the Selt was. Anyway it will be fun to explore the option!

Plus, once people start signing up for the tournaments we run here (on SFBOL) and at Counsel, I am sure soemthing will develop along those lines.
Counsel, for example, starting this year, is going to have a Counsel Cup, which given the quantity and quality of players at Counsel should be a lot more meaningful that the Gold Hat being taken home by the winner of a 6 person "Saturday Patrol" tournament.

Reservations!
I booked at the Hampton. Sure it costs alot, but I like it and it's really close. The Holiday Inn is in the Schenectady Hood. If I walk there, I'd need to travel in a pack with Brook and Marcus for protection, or carry a rape whistle.
I did notice that the SWA site says that Hampton has no availability, apparently this is not the case. I booked online and got a confirmation #, so I assume I'm good.
Anyway, it's just a month away and I'm really looking forward to it.

Working out Logistics
I'm seriously considering extending my trip to cover TravellerCon in Lancaster PA on the following weekend.
To make this work, though, I'd need to find a ride from Philly to Council and back down again. (I may be spending the intervening few days between conventions consulting in DC).

My round trip ticket, with upgrades to Business Class seating for 2 of the 4 legs is $166. It would be $40 less without the upgrades to business class, but I like the extra legroom on the New York City to Schenectady part of the trip.

Captainron and his newly named Shark, may indeed make it to council. Last Saturday my wife accidentally backed over the nieghbor. More details to those I talk with at council, but it was a total freak accident and my wife has not been charged with anything. The lady went to the hospital with a broken ankle and some cracked ribs. She is coming home today. My wife has been very upset. With the support of great family and friends, including the lady who was injured, my wife has been getting better. Everyone has been telling her she needs to get away. With the ladies continued improvement, at this time, we are planning to go on our road trip.
So if Marcus would please not tell geneva that I will be there, we may have some cool battles again.

Wouldn't ban anything
Heck, I might play the Eagle, laugh...wouldn't bother banning it, because while it is slow and different...it is different.
I don't like the idea of banning things.....
to me, the only reason would be if something isn't balanced.
1) I'd go Top 8. Top 16 means
1) I'd go Top 8. Top 16 means a lot of stress to get games done quickly on Saturday, and means an extra round in there somewhere. A top 8 tree is good.
2) As much as I'm a huge fan of banning the Kind Eagle in theory, I'd vote "Don't Ban" on the principal that it might make some folks cranky if they really wanna play the King Eagle for whatever reason.
3) I'm totally good with trying out the G-rack Fed (2xIM, 4xADD, no reloads, no changes at all). As much as I am pro Brook's Fast Fed Cruiser, I suspect it is probably too substantial of a ship to throw into the pool yet. We should try it out a lot in casual games and see what happens before inflicting it on unsuspecting SFB tournament players. So "Yes" on Proposition Fed w/G-Rack and "No" on Proposition Fast Cruiser. Not that I don't think the Fast Cruiser is cool, but it should see more non tournament testing before going public.
My vote
1) I agree with Top 8. This will allow a looser schedule, especially on Saturday.
2) I don't like the King Eagle, but I don't think it should be banned. No reason to alienate anyone who may want to play it.
3) While I think that the Fed needs some help I don't think there has been nearly enough playtesting to throw either of the new Feds into the tournament. I would like to see Saturday night after the finals start and Sunday with some playtest games being done by players not in the finals, just to get some more playtest reports on the ships.

1 - I'd go for a top 16 finals. 8 finalists out of 35+ players means that only 20% of the participants will see the final rounds. Its possible for guys with a strong record like 4-2 or 3-1 to miss the finals tree with only 8 players and that would be a shame. I mean, I'd be pissed if I had a 3-1 record and found that I had missed the finals tree.
2 - Adding or modifying a ship for the tournament is one thing (see #3 below) but eliminating a ship on the eve of the tournament is not something I'm in favor of even if it is the King Eagle. And this coming from a guy who plans on playing the Fed.
3 - Allow whatever you want Fed-wise. Personally, I'll be flying the classic Fed TCC out of some stupid desire to make it work. The only thing I ask is that if you do include the G-rack Fed and I have to play against one, I get to have the G-rack for that one game. We may get some valuable playtest info for both the G-rack Fed and Brook's Fed. Just be prepared for somebody to be upset if they lose to a different Fed that they have little experience playing against. Let's say Brook's new Fed turns out to be a bit too good in the long run and somebody loses to it. That player may be upset about having to face a practically non-playtested ship that turned out to be too good. Just be prepared to deal with that if it pops up. Otherwise I'm totally cool with it.
Co5N Beverage Management + playing space
So I'm thinking of bringing up a case of Sam Adams Oktoberfest or something along those lines this year. Last year Tos had his neat portable cooler and I could store some of my brews along with his in that. But since Tos probably isn't coming, we need to work out a way to store our brews and keep them cool. I wonder if Dave can get a fridge installed upstairs or something like that? I'll buy some plastic cups. We also need to lay down some ground rules for drinking. Basically, try to be discrete and behave ourselves reasonably well. Dave works his ass off to make Council happen and I'd hate for him to be reprimanded by Proctors on our account. Anybody have any more thoughts on this?
Also - I have a concern about the playing area. The room we use is really awesome, but I don't see more than 10-12 games happening in there at once and we have the potential to exceed that. Is it possible to have an extra table or 2 set up right outside the door by Dave's Judging area or something?

If the concern about the TKE is long games due to chuck-n-duck, then impose the 128 impulse cloak limit on it. With that limit, while you could still chuck-n-duck, you would have to be more aggressive about it. More aggressive = shorter games.

1) I'd stick to the RAT format as close as possible. If there are 32+, then I'd say do a 16 spot tree.
2) I don't think any "approved" ship should be banned.
3) I'm definitely in the group that says the FED needs some help. That said, I don't think that any of the variants we've discussed has seen enough play testing to be used in the tournament.

Paul won--apparently, he got a R4 centerline shot on Brook on, like, impulse 28 of T1 or so, hit the jackpot, and Brook took 60 internals. Pretty much game over. A lot of nice, quick games in the final two rounds :-)

Congrats to Paul, who played very well as usual, and had no inordinate bad luck in his Fed. A winning combination to be sure.

I'm trying to put together a small event next summer for the F&E crowd as an alternative (or adjunct) to Origins.
A week long event, probably held at Kean University.
If the SFB guys want to come along, that's cool too. The more the merrier.

I got preliminary pricing, but I'm trying to get a hard number.
The university has everything we need... conference space, dorm rooms, close access to transportation (5 minute walk from the train station, 10 minutes from Newark Airport)
If anyone else is interested, please chime in.
The date is still open, save that it will definitely be after Origins. Open to suggestion on that.

Thanks to Dave Cheng and the rest of the Con staff for running a great event! I had a blast and was very pleased to meet all the people I've only known online for the past year. Hope everyone else had as much fun as I did.

Council Lost & Found
Several items left behind in the SFB Room at Council:
1) Four SSDs from a T-2000 Module. Pgs 43, 44, 53, 54. Gorn, Archeo-Tholian, LDR, Seltorian.
2) Laminated Impulse Chart & Damage Allocation Chart combo. 3-hole punched. Well used.
3) Green winner's cap. Who placed 5th-8th and doesn't have their cap?
4) Ken Burnside - 4 black t-shirts and 2 packs of Avid Flight Bases.
Please claim these items and we'll work out how to get them back to you.

Help! We need to reconstruct the Council SFB Patrol Records
We have a little problem. I have looked through all the leftover boxes from Council, and it seems the SFB tournament record sheets got lost in the cleanup.
I'm hoping we can re-construct them, so we can submit them to Robert Schirmer for his master RPS & Ranking records. I'll need all your help to do this!
I remember we had 29 players, and I'm 98% certain they were the 29 people listed below. I've got different levels of certainty over the ship each person flew.
I have the tree for the final 8, so we don't need to worry about reconstructing the finals. I have a few memories of some elements of the details of the overall record. Here is what I remember:
