I started work on this way back in 2003, and in fact submitted it, along with a small number of rule suggestions that worked with it, and might be worthwhile in F&E. Never heard much, but my rules were rejected. I was a bit miffed that some of them were accepted (in different form, taking an idea from the SFB background/rules takes no genius) years later, now no longer 'stupid'.
Part 1 Introduction
(SY6.0) The Late Kingdom Revisited Ver 2.0
As covered in 616.0, what if the Hydrans had failed to restore the Kingdom in Y135? The political and military consequences would have been profound as 616.0 intimates. This scenario expands on this showing one possible outcome This is a modification to 616.0. itself a modification to other scenarios. 616.0 and the chosen basic scenarios apply unless modified by these amendments. Note that it is designed for use with a full F&E kit.
SY6.1 Scenario Notes and special rules.
As 616.1 except that the Lyrans also have a Base Station at 0519 and that the Lyrans have Neutral Zone Hexes 0113-0813, with the Klingons having the other eight.
SY6.11 Alternate Timeline
Y135 Hydrans from the ‘Lost Colonies’ under King Hydraxan XI liberate the Hydran Homeworld in a matter of weeks. Klingon and Lyran reaction is swift and forceful. The Lyrans put aside their differences and strike back hard. Similarly convinced that this is an emergency, the Empire devotes all resources to crushing the Hydran revolt.
Y136 Combined Lyran and Klingon forces retake the Hydran Homeworld. Bitter fighting continues as the Hydrans are forced back towards the Lost Colonies.
Second Federation-Kzinti War begins.
Y137 Driven back to the distant Lost Colonies, the Hydrans continue to harass the Klingons and Lyrans whilst looking vainly for an opening. Noting that Hydran fighters suffered when attempting close approaches to ESGs and scoring some resounding successes against Hydran fighter equipped forces, the Lyrans develop a poor opinion of the effectiveness of these attrition units.
Y139 Klingon-Tholian incident.
Y141 Exhausted, the Hydrans abandon attempts to reclaim their Kingdom. As before, no formal end of hostilities is announced. Broken by failure, Hydraxan XI takes his own life, or is perhaps assassinated, accounts differ. Civil War breaks out in the lost colonies with five claims to the throne in short order. Finally Hydraxan XVI restores some stability and remains King for two years.
Learning from prior mistakes, the Lyrans and Klingons begin to construct base stations in re-occupied Hydran territory.

Alarmed by growing Klingon might, the Federation openly debates intervening in the war by sending peace-keeping forces into Kzinti space. This ruse only succeeds in convincing the Empire that the Federation is destined to become its primary opponent in the coming decade.
Y159 Treaty of Smarba. The Empire is determined to gather allies for the war with the Federation that it is convinced is inevitable.
Lyran Civil War ends. The Lyrans would like to assist the Klingons in crushing the Kzinti but the Lyran fleet is in no state to fight after three years of civil war.
Y161 Fourth Klingon-Kzinti War ends.
Y162 Romulans begin conversion of Sub-light ships to warp power. Importantly, they demonstrate fighter technology to the Klingons, who see possibilities with drone armed fighters.
Y163 Klingon-Tholian incident.
Y164 Klingons begin to develop fighter technology.
Y165 Romulans begin building a new generation of warp powered starships.
Xalia of Alpha Centauri standing on a hawkish ‘defence through strength’ platform is appointed Chairwoman of the Federation Council
Y166 Federation and Kzinti become formal allies. Alarmed by new Klingon technology, the Federation and Kzinti begin a joint crash program to develop fighter technology.
Y167 A planned Romulan invasion of the Gorn is called off when analysts point out the Gorn ability to refit CL to BC makes a current shortage of such heavy units in the Gorn fleet fairly meaningless.
Noting the emergence of new fighter technology, the Lyrans debate its deployment. While they recognise that drone armed fighters might be more effective than those armed with direct fire weapons, Lyran inexperience with drones presents a problem. Serious consideration is given to purchasing Klingon fighter technology but this is rejected. Instead the Lyrans begin to deploy power and repair modules on all bases, concentrating initially on the Kzinti border.
Y168 First General War begins late in the year with a Lyran attack on the Kzinti.
Y169 Klingons join the war and attack the Kzinti. Klingons begin construction of the first B10 battleship.
Y170 Hydrans take advantage of the pre-occupation of their enemies and launch some successful harassment operations into captured Hydran territory. Alarmed by the laying down of the Invincible, the Federation begins a crash program to build battleships of their own. The Federation begins to enact a variety of measures to assist the Kzinti, despite Klingon protests.
Y171 Hard pressed, the Kzinti call on the Federation for urgent assistance. The Federation declares war on the Klingons and deploys the 4th Fleet to Kzinti territory but it is too little and too late to prevent the fall of the Kzinti Capital.
Y172 The Klingons mount counter-attacks on the Federation border, which begins to collapse. Hydran harassment operations intensify but the Coalition denies them an opening to mount any meaningful operation to retake territory.
Y173 The Romulans declare war on the Federation, as do the Lyrans. The B10K Invincible is completed.
Y174 Under pressure, the Federation invokes mutual protection treaties and the Gorns reluctantly join the conflict.
Y175 The war rages on. The Gorns take heavy casualties fighting in Federation space. Federation Politicians become very alarmed.
Y176 The Federation completes its first battleship. Late in the year, Chairwoman Xalia is impeached for provoking War with the Klingons and replaced by Vice Chairman Buckner of Earth. He initiates negotiations with the Klingons. Xalia is later exonerated but the damage is done, Federation politicians are determined to end the war, no matter what the cost.
A second B10 is completed and series production of Klingon Battleships begins.
Y177 Chairman Buckner signs the Treaty of Olsen’s reach with Coalition representatives. The Federation shamefully abandons it’s Gorn and Kzinti allies. The Lyrans and Klingons consolidate their gains and plan for the future whilst the Romulans continue to press the Gorns. Kzinti and Hydran operations in Coalition space virtually cease due to there being no prospect of victory without Federation support.
A third B10K is produced. From this time on, the Klingons produce a battleship every two years. Plans are made to provide the Romulans with an export model in Y181.
Y178 With their economy starting to buckle, the Romulans offer unfavourable terms to the Gorn who without allies, outnumbered by the large Romulan fleet and underestimating the strain on the Romulan economy, feel they have no option but to accept.
The Lyrans begin to plan for the final annihilation of the hated Kzinti.
The Klingons make plans to destroy the Tholians. Plans that are re-evaluated with the arrival of the 312th Battle Squadron at Tholia.
Y179 Disgruntled senior Starfleet Officers, feeling betrayed by their political masters, stage a coup. Chairman Buckner is summarily shot as a traitor. Ex-Chairwoman Xalia refuses to endorse the coup and is placed under house arrest. The Federation Civil War begins and ends later in the year. An abject apology is offered the Gorns and Kzintis by the new, military administration and guarded discussions regarding a campaign against the Romulans begin.
Y180 The new administration that will in time become known as the Terran Empire is finalised.
The coming decade sees the ISC pacification and the Andromedan Invasion in a very different galaxy.
Part 2 Summary of changes
SY6.12 Summary of changes
Note that many of the changes detailed here take effect long after the ‘historical’ end of hostilities in Y178 but are provided in the event that the war becomes an extended contest.
SY6.121 Specific changes
Klingon Empire. General Fighter development is delayed by two years. Several B10 Battleships entered service. The fifth B10 to be produced must be sold or given to the Romulans. The Imperial war reserve was never established as a contingency requiring it was not envisaged. However, six D6, nine F5 and nine E4 are added to the Mothball Fleet as they were not activated to form it. Klingon CW production proceeded with little urgency prior to the General War. Delete the three D5s from the Home Fleet. At this time, the Tholian Border Squadron was seen as a deterrent to Federation aggression. It is released in turn 4 or if a Klingon Starbase is attacked.
Romulans. The Romulans saw no reason to deploy HDW, choosing instead to expand the facilities for their existing modular warships. Starting in Y180, the Romulans may deploy an additional SPC in the off-map exploration area and may construct an additional Repair tug module for the normal cost of five points. The Romulans began Battleship production in Fall Y171 (Turn 7) and may purchase the fifth B10 the Klingons complete at a cost of 30EP to be delivered to the Klingons over three turns and 8EP to convert the hull.
Lyrans. There is no development of fighter technology at all. All carriers, base modules, Tug pods and auxiliary warships holding fighters are deleted and never deployed. The Lyrans chose to field slightly more Battlepods and pallets and later, more PF Pods and Pallets. Free fighter factors are ignored until they can be traded for PF production. Free Lyran PF production is 6 PF a turn and an additional 24 a year. (Total 36 each year). All existing Lyran bases have power modules and repair modules replacing fighter modules. This use of power modules is an exception to several provisions of 441.5 and does not extend to other nations. PF modules can be installed when available. The Lyrans did not field SCS, producing DNP and BCP instead. The Lyrans declined to develop HDW, choosing instead to increase JGP deployment which should be under HWD limits from Y180. The Lyrans began Battleship production in Fall Y170 (Turn 5). The LDR does not exist. The LDR province, planet, bases and ships are fully part of the Lyran Empire. After some previous poor ship designs, most notably their early dreadnought, the Lyrans were determined to avoid any repetition for their new ship classes. CW and DW deployment was delayed till Y168. Delete all CW and DW from at start forces. The resulting designs were superior in that the power-pack refit was incorporated as standard from the start of production. This has no observable effect at the F&E scale.
Federation. General Fighter Development is delayed three years. The initial two CLV are an exception. Further, as development was along Kzinti lines and with no Hydran contact, all special fighters (F14, F15 and A10) are deleted as the Federation did not develop or acquire fighter-gatling technology. Only standard Six point (F18) fighter squadrons exist. SWACS were not developed. F111 heavy fighters were developed but their production was swiftly curtailed when the Federation enthusiastically adopted PFs. The Federation ‘Third Way’ was not adopted in this timeline. The Federation commenced Battleship production shortly after the Klingons in Fall Y170, using the procedures of 436.2 and later 436.26. Most of the provisions of 318.3 are irrelevant except 318.35, which the Federation can adopt at need.
Chairwoman Xalia was far more open-handed in her approach to the Kzinti treaty, keeping to it’s spirit as well as it’s letter. Several members on the Federation Council had anticipated the treaty to have mostly economic effects and bitterly opposed her attempt to support the Kzinti. Xalia sought to provide tangible assistance and paid a high price for it with her later impeachment. The opposition from Vice-Chairman Buckner and his faction meant that this assistance had to be forced through, clause by clause, over several years.
Immediately the Federation goes to Limited War economic status, the federation may begin supplying the Kzinti with EP. In addition every turn, the Kzinti player can select one of the following options to implement. The Federation player may also select one of the following options. In the event that the same player runs both races, he may select two options a turn. Note that some options require that other options be previously selected.
The Klingon player may represent Vice-Chairman Buckner’s opposition. After the Federation and Kzinti have selected their options, the Klingon player may select one of those options to oppose. The Klingon player and Federation player both role a die. If the Klingon rolls highest, the chosen option is blocked. If the Klingon rolled a six, the chosen option is tabled. Otherwise, the Klingon must select a different option that Chairwoman Xalia manages to get passed instead and the chosen option is tabled. In either case, a tabled option can be re-selected in the future.
On going to full war, option 8 (Gear up) is immediately passed up to twice if not already enacted.
1. Lend-Lease: The Federation may increase limited war CL activation from the mothball fleet to three per turn and lease any of them to the Kzinti. The activated ships must be delivered (by any suitable form of movement) to a Kzinti Starbase. The Kzinti can then refit them for service at a cost of one EP and a minor conversion. Thereafter they are treated as Kzinti ships in all ways. Note that they can be transferred back to the Federation, which will be required to spend one EP and a minor conversion to restore them to Federation service.
2. Neutral Zone Treaty: The Kzinti may capture the seven neutral zone hexes between Federation and Kzinti space. This capture can be achieved by the one reserve ship of the Marquis’ Fleet, which can thereafter move freely in these hexes.
3. Activate Fourth Fleet: The Fourth Fleet may manoeuvre and perform base and ship upgrades in Fourth Fleet territory.
4. Activate Third Fleet: The Third Fleet may manoeuvre and perform base and ship upgrades in Third Fleet territory. The Fourth Fleet must have been activated in a prior turn.
5. Additional Base upgrades: A Tug and MB from the Home Fleet is released and may perform base deployment/upgrade actions in any activated territory. This option may be selected multiple times and the Fourth Fleet must have been activated in a prior turn..
6. Gorn Expeditionary Force: The Gorn may form an expeditionary fleet of CC, BC, 3xCL, 4xDD, SC, DDG from ships of the Second Fleet. This may strategic move to the Marquis’ Starbase. The Federation may pay the cost to support this expedition but the Kzinti must pay for any repairs. The Expeditionary force may only fight defensively in Kzinti space. I.E. it may not use operational movement to enter a battle hex. The Neutral Zone treaty must have been enacted in a prior turn and the approval of the Gorn player is required.
7. Fourth Fleet Defensive Deployment: The Federation Fourth Fleet may deploy to the Marquis’ Starbase. It may fight defensively in Kzinti space. The Neutral Zone treaty must have been enacted in a prior turn and the Fourth Fleet must have been activated in a prior turn.
8. Gear up: This option can be chosen twice. With the first option the Federation build schedule, from the current turn to Spring Y172 inclusive, increases by 3xFF. On the second it increases by 3xNCL.
9. Mothball Activation: The Federation begins to activate the mothball Fleet at the full war rate.
Kzinti. General Fighter Development is delayed three years. As exceptions, the EFF and CLE have an ISD of 167. The Kzinti could have begun Battleship production in Fall Y170 (Turn 5) but were rightly concerned that the shipyards might be overrun before completion. Players may choose to be more optimistic or can initiate battleship production in a replacement shipyard. At the moment the Federation moves to limited War economy, the Kzinti may release all but one ship from the Marquis’ Fleet. This ship is free to move in Marquis’ territory and may be upgraded. It can be released if any other Kzinti ship is assigned to replace it. Kzinti dreadnought construction had begun in earnest in Y165. The Kzinti have a Dreadnought in the Marquis’ and Count’s Fleet. The Kzinti made more headway with their FFK, CW, and DW programs. This is reflected in alterations to the Kzinti ship construction schedule and at-start forces. The Kzinti planned to increase fighter deployment on their bases. At the players option additional modules may be constructed. A BS may be fitted with a third Fighter Module. A SB with an additional two for a total of six.
Gorn. The Gorns were capable of Battleship production in Fall Y172 (Turn 9) but there was an eighteen month delay before a consensus that production should commence was reached. Players need not be bound by this delay.
Hydrans. The Hydrans never developed HDW, choosing instead to increase LNH deployment which should be under HDW limits from Y181. The Hydrans were capable of Battleship production in Fall Y173 (Turn 11) but felt they could not afford to begin production. Players need not be bound by this and may initiate construction if they desire. The Hydrans embarked on a vigorous exploration program after their defeat by the Klingons and Lyrans. They have six extra provinces and two extra minor planets. One of these minor planets is a major planet under development and will generate it’s full income in Y173.
Tholians. General Fighter Development is delayed two years. Production of battleships proved to be beyond Tholian capabilities.
SY6.122 General changes
Battleship production
Many more nations initiated battleship production in this timeline. Use the procedures of 436.2. After a nation has constructed two battleships it may commence series battleship construction the following turn. This uses the procedure detailed in 436.26. Battleships already under construction when 436.26 is adopted may be scrapped by 436.25 or have the running total converted to EP. To do so multiply the running total by 0.9 and round down. Once 436.26 is adopted 436.21, 436.22, 436.23, 436.24 and 436.25 are void. The Klingons can construct a B8 from an incomplete B10 with at least 18EP towards construction.
Delayed Fighter Development
In general a delay of X years will move the ISD of all carriers and escorts on the SIT back X years. However fighter development will tend to catch up. From Y175, all delays are reduced by one year. (e.g., a Federation carrier with an ISD of Y175 will enter service in Y177.) All delays are further reduced by another year in Y180. Finally, any remaining delay is eliminated in Y185. Heavy Fighter introduction is not amended under these provisions.
Part 3 House rules and schedule
SY6.123 Optional Playtest and House Rules
Repair Modules
Cost: It costs two points to provide a base of any allowed type with each repair module (RPM). This augmentation can only be done to a base in supply from the grid which provides the EP, but does not require a tug or any other specific unit. Base Stations, BTX, and Battle Stations can have one RPM. Starbases, SBXs and FRDs can have up to two, and may operate with only one. Mobile Bases and PDUs cannot use RPM.
Limits: RPM can replace Fighter or PF/F111 modules.
Effect: Each RPM increases the repair capacity of the base by one. This increase is not cumulative with the Plasma Exception.
Federation SC
My experiences with this unit in SFB lead me to think that this unit is not currently best reflected in F&E. Although the number of special sensors is unmatched, it doesn’t have the power to use them all. Indeed, I’d argue that it doesn’t have the power to match using four of them like other heavy scouts. It is however a fine scout and where I feel it does excel is in it’s ability to take heavy damage and still provide meaningful support. We have long used this house rule:
The Federation Scout has only 3 EW factors, but uniquely for a non-X ship, provides 1 EW factor when crippled. The SC also retains any scout abilities normally lost by a crippled scout.
Lyran CWS
I feel this unit is slighted in F&E. It has more special sensors (five) than any other scout except the power-starved Federation SC. It has plenty of power to run them, having 5 less than a D6S and 8 less than a Romulan TH. When it’s movement cost of 2/3 is considered, it can be seen to often have as much available power as those two EW 4 ships and has more sensors. Finally it is clearly superior to every other CW scout and this should be reflected.
The Lyran CWS has 4 EW factors.
Romulan Cloaked Decoys
If SWACs are represented, then there is no reason not to have the cloaked decoy.
Production: Starting Spring Y177 (Turn 18) the Romulans produce one large and one small cloaked decoy at their capital each spring and two small cloaked decoys each fall. They may purchase an additional small decoy in the spring for one EP and an additional large decoy in the fall for 2 EP. Large decoys are used by size class two ships. Size class three and four ships use small decoys.
Deployment: Decoys can be stored unused at any Starbase. They can be moved between bases by free strategic movement. They can be assigned to a ship of the correct size at any Starbase at the beginning of operational or reserve movement. They can also be removed from a ship at a starbase and stored or immediately assigned to another ship at these times. Assignment should be recorded by keeping a suitable counter under the ship or on paper.
Use: Any ship equipped with a cloaked decoy may announce the use of it immediately after 5-4E (minus points). Any number of cloaked decoys can be deployed at once. For each decoy deployed, roll a die and subtract one from the result. Subtract this number of damage points from the opposing Combat Damage Result. Deployment destroys the decoy. Note that in the case of a very small ship or a crippled ship deploying a decoy, the result of this roll cannot exceed the number of points required to cripple or destroy the deploying ship. A crippled ship may deploy a decoy normally but the effectiveness may be limited as above. An undeployed decoy on a ship that is destroyed is itself destroyed for no effect.

Historical: Hydrans launch raids against the Lyrans and Klingons.
Hydrans are not required to attack. Lyrans and Klingons cannot enter the Hydran lost colonies.
Turn 4, Spring 170
Historical: Federation moves to Limited War economy.
The Federation may qualify for a Limited War economy at any time under the provisions of Federation Entry.
Turn 6, Spring 171
Historical: Federation declares war on the Klingons and attempts to bolster the Kzinti defence. Kzinti Capital falls.
Turn 7, Fall 171
Historical: The Klingons attack the Federation border.
Federation entry: The Federation may move to a Limited War economy and accumulate EP on the turn after the Kzinti Capital is attacked. If it does so it may declare war on the Klingons and/or Lyrans four turns later when it must go to war but may only operate in Kzinti space until any member of the Coalition enters Federation space and refuses to accept internment. The Federation may go to War if the Kzinti Capital is captured, again, limited to operations in Kzinti space. The Federation may declare unrestricted war on the Klingons in turn seven regardless. The provisions of the Hydran expedition, while unlikely, continue to apply.
In the event of War in Kzinti space, the Federation 4th, 2nd and Home fleets are released. The 3rd Fleet is released in the event that the Coalition enters Federation Space or the Federation declares unrestricted War on the Klingons in turn 7.

SY6.6 Balance and designers notes
Balancing this monster will require some extensive playtesting. At the moment the concern is to reflect changes that might logically follow from a Hydran disaster in Y135 with some effort towards balance. I’ve doubtless missed some things that need adjusting to account for the situation.
Perhaps the key differences that must be accommodated in this scenario are the impossibility of the Four Powers War and the delay in fighter deployment in much of the galaxy with the inability of the Hydrans to demonstrate their utility. Another concern was preventing a war or series of wars that would logically see the Kzinti being crushed before the General War. One could also argue that the Treaty of Smarba might never have occurred, but that would most likely produce a galaxy without fighters at all and a very different situation indeed. (Late Kingdom combined with the Eastern Marches and No Tholians anyone?) I wanted to portray a universe not too different from mainstream F&E so the treaty, with the Romulans rather than the Hydrans demonstrating fighters to the Galaxy at large, remains. I also wanted my favourite Lyrans to eschew fighter technology completely and this situation allows for that. I wanted to pull some ships I feel would never have been deployed, such as Romulan HDW. Why build them? They already have superior modular capability. (Yes, I know, someone in SFB would have moaned they didn’t have them, ignoring the fact that they’d already had them for a decade.) I’d like to include Interceptor deployment, but this is more difficult than it should be because the Heavy Fighter Deployment dates make no sense to me and don’t seem to match SFB. How for example, do the Lyrans deploy them AFTER they begin PF production? It was mostly for this reason that I declined to change HF deployment dates. Can anyone help me out here?
